Medicare used to be a lot better for seniors. Those at lower incomes had Medicaid as a back-up - so what Medicare didn't cover, Medicaid helped with. Then, the income eligibility was lowered which shoved many from that dual eligibility into a share-of-cost program that meant they'd have to spend down to within $200 of their income each month before Medicaid would help for that month. (That's impossible to do and still pay rent or anything else.) But, many found that if they shifted prescriptions and a couple of doctor's visits to the first of the month, they could meet the share-of-cost and Medicaid still worked for them. THEN, Bush passed the Part D Plan - and that prevented people using their prescriptions to meet the share-of-cost required for Medicaid and all of a sudden, they had to meet deductibles, pay out of pocket, etc. What was left of the share-of-cost (which is a voluntary program and can be stopped at any time) only applies in a catastrophic situation that a lump sum would total an amount within $200 of a person's monthly income.
The ironic thing was that those most affected with that change were people who had been working most of their lives - and had become disabled (or retired) while those who sat on their asses doing drugs and getting pregnant continued to have full access to total coverage with Medicaid. That's sort of what BO's trying to do again - only worse with the public option - again stealing from Medicare recipients and those who have worked to give to those deadbeats.

When was it that our government started bending over backwards for criminals, illegals and deadbeat welfare whores? While leaving the decent hardworking Americans to twist in the wind AND to pay for it all. What kind of lunacy is this? Wouldn't it be cheaper to just sterilize people swimming in that shallow end of the gene pool so they can't reproduce themselves over the over? Why would THAT be any less morally appetizing than cutting care and rationing it to the elderly? It isn't! AND it would solve a WHOLE SLEW of other social problems we have here.
